Niagara County Issues Roadwork Update 

 

Niagara County Public Works Commissioner Garret Meal today provided updates on two road construction projects in Niagara County – Bear Ridge Road and Lockport Road.

 

Meal said that asphalt surface replacement on Bear Ridge between Campbell Boulevard and West Canal Road will begin the week of September 6.  Part of this section, from West Canal to Irish Road, is currently closed except for local traffic, due to a bridge replacement.  The section of Bear Ridge from Irish Road to Campbell Boulevard will remain open to local traffic only during the resurfacing project, though there will be lane restrictions during the milling and paving, controlled by flaggers and portable traffic lights.

 

“Bear Ridge has been a focal point for us this summer and we are nearing completion,” said Meal.  “The asphalt portion should be done the first week in October and the bridge work by the end of October, so I ask the public to just continue to be patient a little longer.”

 

Meal also updated on the culvert replacement project under Lockport Road at Cayuga Creek, just east of Walmore Road.  That portion of Lockport Road has been closed to only local traffic since mid-June.

 

“The project fell about a week behind schedule during our very wet July which is one of things beyond our control in road construction,” said Meal.  “But the contractors worked long hours to make up for lost time and though the project is not yet completed, we expect we will be able to open it up to full traffic within the next week.”

Board of Assessment Review Position

 

The Town of Pendleton is currently accepting letters of interest for a position on the Board of Assessment Review.  This three-year term will be appointed in September 2021.  All letters of interest for this position are due by September 10, 2021.

The incumbent of this position may indicate a desire to continue, however, final decisions for appointment will be made at the September 13th Board Meeting.

Town Operations Update

Town leaders continue to monitor daily updates of COVID infection rates regionally and in Niagara County and I’m sure all are aware that current trend data has caused alarm throughout Western New York. From the beginning, the Town has consistently been proactive in taking action to ensure the health and safety of employees while maintaining the services residents rely on. Therefore, effective Monday, November 16, 2020, the following modifications to Town operations will take place until further notice:

● The Town Hall and Public Works Facility will be closed to the public. Appointments may be made, as necessary, with a specific Town office for assistance.
● All forms of business transactions will continue to be possible through the locked drop box located outside the west entrance to the Town Hall.
● All Town departments are still available by phone, email, and USPS mail.
● Town playgrounds are closed.
● Town meetings will be closed to the public and streamed online in accordance with
the Governor’s Executive Orders.

Over the coming weeks we will continue to monitor COVID infection rates and hope to reopen Town offices as soon as possible. Thank you for your patience and understanding.

In the upcoming weeks, a field crew from KHEOPS Architecture, Engineering and Survey, DPC will conduct smoke testing of your neighborhood’s sanitary sewer system. Inspection crews will be opening manholes in the streets and easements. Smoke testing of the sewer lines will be conducted to locate breaks and defects within the system. The testing will consist of placing a machine with liquid smoke over a manhole and blowing the smoke into the sewer lines.

Any smoke that you may see coming from the vent stacks on houses or holes in the ground during testing is WHITE, NON-TOXIC, HAS LITTLE ODOR, CREATES NO FIRE HAZARDS, & WILL DISSIPATE RAPIDLY.

IF YOU SEE ANY SMOKE INSIDE YOUR HOME, PLEASE NOTIFY THE FIELD CREW IMMEDIATELY.

This non-invasive test does not typically require private property access and will take place weekdays, 7am – 5 pm.

FREQUENTLY ASKED QUESTIONS:

What is the purpose of smoke testing and how will it be conducted? Smoke testing is used to find possible leaks in the sanitary sewer system. During this test, non‐toxic, artificially created smoke (like a fog machine at a concert) is blown into access points (manholes) in the pipe. This smoke will escape through defects in the pipe, such as holes or cracks, or through illicit connections such as roof leaders, and be visible above ground. Smoke coming from plumbing vents and manhole rims is normal during this test. Any defects will be noted and may also be photographed.

Do I need to be at home during smoke testing? No.

What do I need to do to prepare for smoke testing? Please make sure that all drain traps under sinks, toilets, washing facilities and floor drains have water in them. To fill them, simply run each faucet for 30 to 60 seconds, flush toilets.

What should I do if I have pets and will not be home during smoke testing? The smoke is not harmful to pets. It would be a good idea to leave several windows partially open for ventilation, should any smoke enter your home. If you have proper plumbing connections and all of the drain traps have water in them, there should be no smoke entering your home.

Is the smoke harmful to humans or furnishings? No, it is not harmful to your health, clothing or furniture.

What should I do if smoke gets into my home and how long will it take to clear? If smoke enters your home during testing, please notify the field crew performing the test outside. Open windows or doors to allow ventilation and note the location of the smoke. If the smoke can enter through faulty plumbing, the potential exists for dangerous sewer gases to enter your home. Smoke inside your home can help identify bad plumbing connections or a cracked seal around a toilet. Smoke alarms may sound. The smoke will clear quickly.

Can smoke cause problems in the sanitary sewer system? No. The smoke is a vaporous substance that is blown through the system to detect leaks and stormwater inflow defects.
